Purpose:
The purpose of the Committee is to inform the public concerning the expenditure and uses of the District’s bond measure (“Bond Measure”) bond revenues, which Bond Measure was approved on the November 8, 2016 ballot. The Committee’s legal charge is to actively review and report on the expenditure of taxpayer money for school construction in accordance with voter-approved projects. The Committee shall convene to provide oversight of the following: A. B. 2.2 Ensure that bond revenues are expended only for the purpose described in Article 13A, Section 1, subdivision (b)(3) of the California Constitution including the construction, reconstruction, rehabilitation or replacement of school facilities, including the furnishing and equipping of school facilities, or the acquisition or lease of real property for school facilities. Ensure that, as prohibited by Article 13A, section 1, subdivision (b)(3)(A) of the California Constitution, no bond revenues are expended for any teacher and administrative salaries or other school operating expenses.
For school bonds passed pursuant to Article 13A, Section 1(b)(3) of the California Constitution, which allows a 55% majority to pass the bond, the Paso Robles Joint Unified School District’s (“District”) Board of Trustees (“Board”) is required by Section 15278 of the California Education Code to appoint an independent citizens’ oversight committee (“Committee”). Pursuant to Section 15282 of the Education Code, the Committee must have at least seven (7) members and represent specific segments of the community.
Measure M is a $95 million general obligation bond passed on November 8, 2016, Presidential Election Ballot.
The passage of Measure M, under the provisions, requires a bond oversight committee. While required by law, the Citizen's Bond Oversight Committee (CBOC) serves a vital role to the community and its taxpayers in reviewing expenditures of current projects and informing the public concerning the use of Measure M funds.
District Facilities Master Plan
The Facilities Master Plan (FMP) for the Paso Robles Joint Unified School District is the culmination of a 3-month process. The FMP, presented to the Board of Trustees for approval, represents a long-term projected facility needs assessment which includes the estimated cost of the plan in today's dollars and a list of potential bond projects.
Applicants must be at least 18 years old to be considered as a candidate for the CBOC. Potential members may not be an employee or officials of PRJUSD and may not be a vendor, contractors, or consultants to the district.
