Christopher Arend, Board President 

Elected: 2018, Term Expires: 2022

Chris was born in San Diego in 1951 and grew up in Novato, California, where he graduated high school in 1969.  After three semesters in junior college, he enlisted in the US Army and was trained as an interpreter for German in the military police.  He reached the rank of sergeant and was honorably discharged in 1974.  Chris returned to California, where he completed his associate arts degree in foreign languages at the College of Marin before being admitted to the undergraduate political science program at UC Berkeley.  Chris broke off his undergraduate work at UC Berkeley after being accepted to study law at the Johannes-Gutenberg Universität in Mainz, Germany.  Chris graduated from German law school, passed the German first state bar exam in 1979, and then returned to California to study law at UC Berkeley, Boalt Hall, where he received a J.D. degree and passed the California Bar Exam in 1981.


Chris returned to Germany for the two-year clerkship program required for the German legal profession.  He passed the German second state bar exam and is one of approximately six born and raised Americans who have ever been admitted to the German bar.  After a brief stint in New York City, Chris returned to Germany, where he practiced law for 20 years in a leading international law firm in an extensive range of international matters, including litigation, commercial and corporate law, finance, and international commercial arbitration.  Chris retired from the practice of law and returned to California to settle on the Central Coast in 2005.  He has lived in Heritage Ranch since 2006 with his wife and son, who is now a sophomore at Paso Robles High School.  Chris now works as a translator of German legal documents into English.

Dorian Baker, Trustee

Elected 2020, Term Expires 2024


Dorian Baker, a Cal Poly graduate, was a first and second-grade teacher at Virginia Peterson Elementary School in Paso Robles for 25 years.  A believer in school choice, she retired from the district to help open Almond Acres Charter Academy in San Miguel, where she taught second grade for three years until her final teaching retirement in 2017. 


Dorian is a 40-year resident of North County, where she and her husband built their home and raised their four children. She enjoys being an active member of her community and serving as a trustee.  Her greatest joys come from her family relationships as a daughter, wife, mother, and grandmother.


Kenney Enney, Trustee

Appointed 2022, Appointment Expires 2024

Kenney Enney served as a Marine Corps Intelligence Officer from 1989 to 2012. He deployed in combat during Operations Desert Shield/Desert Storm, Operation Iraqi Freedom, and Operation Enduring Freedom (Afghanistan and Pakistan). He served as an instructor at the Marine Corps Command and Staff College, a Military Advisor in Colombia and Peru, and a Military Liaison to Chile.

From 2007 to 2009, he served at Intelligence Department, Headquarters Marine Corps (Pentagon) as the Chief, Intelligence Manpower and Training Branch.  His responsibilities included oversight of the training and assignment of the Marine Corps’ 10000 Intelligence personnel, Marine Corps language training, and the assignment of Marines to the Defense Attaché System.

In 2008 he was selected to command the Marine Corps Training Battalion, Presidio of Monterey, where he was responsible, at any one time, for the training of over the 1000 Marines attending the Defense Language Institute and Naval Postgraduate School.  His assignment lasted from August 2009 until his retirement in November 2011.
In April 2012, he moved his family to their ranch in San Miguel, where they grow grain and raise cattle.  He continues to teach at local Central Coast colleges.
He holds an undergraduate degree in International Affairs from George Washington University, a Master’s in Business Administration from Pepperdine University, and a Master’s in National Security Affairs from Naval Postgraduate School.  He is a graduate of the Marine Corps Amphibious Warfare School, Command and Staff College, Joint Staff College, and Air War College.

Lance Gannon, Trustee

Elected: 2018, Term Expires: 2022


Lance Gannon was elected to the Paso Robles Joint Unified School District Board of Trustees in November of 2018.  He’s a member of a fifth-generation family in the local community.  He graduated from Paso Robles High School in 1979.  His mother and oldest uncle graduated from Paso Robles High in the early 1950s.


Lance started his career in 1979 working as a contractor for Mobil Oil Corp.  With hard work and determination, he was hired as a company employee in December of 1981.  The company went through several changes during his tenure.  In 1997, Mobil Oil Corp of California and Shell Oil (Royal Dutch Petroleum) of California became Aera Energy LLC.  Shortly after Aera Energy LLC was formed, Mobil Oil Corp and Exxon merged to create ExxonMobil.  These two global companies (now ExxonMobil & Shell Oil) became the parent companies of Aera Energy LLC.  For twenty-six years he worked in operations holding several different positions.  Operation of a 250,000 BPD water treating facility, 50,000 BPD oil treating plant, and a 1500 psi, 180,000 BPD high-pressure water distribution pump facility.  The last nine years were spent in warehousing, logistics, and material management.  Overseeing two company warehouses managing lease materials, company-owned material inventories, new project materials, equipment repairs, transportation logistics, as well as site logistics leader in the local ICS (Incident Command System).  Also working closely with in-house and parent company material/safety audits.  He retired in late 2016 after 35 years of service.  He is currently semi-retired working part-time for a local company.


Lance brings a CTE (Career Technical Education, AKA vocational training education), blue-collar common-sense perspective to the current board.  As his kids progressed through their elementary and middle school years at Winifred Pifer and Daniel Lewis, he worked as a class and site volunteer, helping in the classroom, site events, and yard/lunch duty.  This experience gave him a real perspective into the outstanding day-to-day workings between teachers, staff, and students.


Lance will be vigilant to the needs of every student to allow a positive experience in educational growth, vocational options (CTE), academic career choices, and extra-curricular programs.  And lastly, to ensure each student is prepared to face life’s challenges with eagerness and confidence as young adults.

Tim Gearhart, Trustee

Reelected: 2018, Term Expires: 2022


Tim Gearhart has served as a classroom teacher for thirty-six years, fourteen at the K-5 level and twenty-two at the 6-8 and 9-12 levels, including Adult Education.  He is an active South Coast Writing Project Fellow at the University of California, where he received two teaching credential certificates.  He also received a Master of Humanities and Education from Azusa Pacific University.  He was selected by the president of the California Federation of Teachers to represent California teachers at NCATE reviews of California State University, Bakersfield, and Stanford University’s educational programs.  Also, Tim was a program advisor/reviewer for Holt, Rinehart, and Winston’s recent California adoption of their 6th, 7th, and 8th grade Social Studies texts.  He also taught in Cal Poly’s School of Education for three years as a lecturer and University Supervisor and is presently working with the Cayucos School District.


Tim and his family have lived in Paso Robles for 26 wonderful years, and their children, Daniel, Katie, and Megan, have all graduated from Paso Robles schools.  The family has been very active in the town’s 4-H program, FFA, and local church activities as well as neighborhood support groups.  He served as a Paso Robles School Board Trustee from 2008-2012 and again in 2014-2018.


Tim believes that the future of our nation resides in our students and that we parents, teachers, community members, and school board trustees have a profound responsibility to prepare them for a reality filled with promise and hope.  He also is convinced that the educational profession is a calling, and must be approached with respect, dignity, dedication, and accountability.  It is the responsibility of our school board and administration to insure that our teachers have what they need to deliver superior education to our children of Paso Robles.

Frank Triggs, Trustee

Appointed by Board: 2021, Term Expires: 2022


Frank Triggs was born in Phoenix, Arizona. Early in life, his family moved to California where he became a grateful beneficiary of a California public education. He followed his public school by graduating from Vanguard University in Costa Mesa, CA. Frank is married with 3 adult children and 10 grandchildren and 6 great-grandchildren. His work experience ranges from blue-collar to leadership and administrative roles. His experience with the management of non-profit and for-profit businesses includes over 50 years as an ordained minister. He has taught church business management and served as the Business Manager for a large church and school. Frank is a 15-year resident of Paso Robles and he looks forward to bringing his management and financial skills and experience with people to the challenges we face. He brings his passion, integrity, quality education, and faith in the future to the table. Frank is a believer in the District’s guiding principles and intends to be an encourager of a team that is preparing students for successful careers, to become active community members as well as become ready for the challenges of advanced education.
