The mission statement of Freedom High School is that all graduates have the tools to be  effective citizens in our society; to be honest, responsible, cooperative, and respectful; and to  be prepared for further education, employment, and lifelong learning.

School Description and Mission Statement 

This section provides information about the school’s goals and programs. 
The mission of Phillips Freedom Community School is to provide a safe and orderly environment where “at risk” youth can decompress, learn coping skills, and get back into the routine of attending school on a daily basis. Phillips’ staff strives to maintain strict structure and routine, while at the same time, getting to know each student as individuals and providing academic work aimed at their ability level. Fully 50% of Phillips’ goal is behavior modification. Every student will be going back to their school of origin and will need new social tools to achieve and graduate

Opportunities for Parental Involvement 

This section provides information about opportunities for parents to become involved with school activities.  
Four times a year Phillips has awards assemblies and parents of recipients are invited. We also have social events that parents are invited to such as barbques, Thanksgiving Feast, and Winter Feast. Parents are also invited to chaperone field trips four times a year.

II. School Climate 

School Safety Plan 

This section provides information about the school's comprehensive safety plan. 

 Safe School and Emergency Response Plans are on file at our school and the district office.  Plans are regularly reviewed, and staff is trained annually. Evacuation drills are held on an  ongoing basis, and staff members using dangerous chemicals also receive training.
 
There are four key elements of a safe school plan:
 
Safe schools are caring schools. Students in safe schools feel respected and know that the  people care about them and expect them to succeed.
 
Safe schools are built through the cooperative effort of parents, students, staff and community members.
 
Safe schools communicate high standards. Students know that learning and achievement is encouraged and highly valued.
 
Safe schools are prepared. Ongoing training opportunities allow students and staff to increase their opportunity to deal with conflict, anger and other threats to safety. Safe schools have security checks on a regular basis to identify potential physical hazards or the schools vulnerability to crime and vandalism.

The school's safety plan will be updated by March 1, 2008

School Discipline Practices 

This section provides information about the school's efforts to create and maintain a positive learning environment, including the school’s use of disciplinary strategies. 

Phillips’ school culture is built on the concept on respect. Staff is expected to treat students with respect, and in return, students are expected to treat staff in kind. We have set procedures on how to handle breeches in protocol by students and staff. Theses procedures are clearly displayed in both classrooms and are understood by both students and staff. Students are to be warned politely, then talked to outside the classroom door, then sent to the office to fill out a consequence sheet (This sheet reminds students of school rules and redirects the students thinking.), the student is then sent back to class to try again. If the students then fails to comply, and is sent to the office for a second time, that student can be suspended.

Phillips staff maintains a positive learning environment by getting to know each student personally and by modifying their work to match their ability. Staff members are encouraged / expected to talk students during break and lunch, and take an interest in students’ personal lives. Staff members must earn students trust and respect before any real healing/work can get done. “At Risk” kids have to know that the adults they work with care.

This section provides information about the condition of the school’s grounds, buildings, and restrooms, and a description of any planned or recently completed facility improvements. 

 Our school is a modern self-contained school that includes 2 classrooms and admin/counseling office. The facilities are well maintained, clean and have several places, on campus, that are considered state of the art for contemporary high schools. Our custodial and maintenance staff maintain, repair, and clean our facilities and campus on a regular basis.

Phillips has been recently painted inside and out. The grounds, buildings and restrooms are in excellent condition. This year we plan to add 4 new computers per room to replace old ones. 
 
Our custodial staff, teaching staff, and students take great pride in our facilities which are maintained in a manner that assures students have a clean, safe and functional environment in which to learn.
  Our facilities exceed the "Good Repair" standard of the Williams Act.
