Bond Oversight-Facilities Committee

 

The voters within the boundaries of the Paso Robles Joint Unified School District passed Measure T in November, 2006. The measure authorizes the district to issue bonds for $20 million dollars for new facility and modernization projects for grades 9-12. It is law that the bond proceeds can only be used for voter approved facilities established in the Measure. Also there is a requirement to maintain accountability requirements by the formation of a Citizens’ Bond Oversight Committee. The committee duties included informing the public, reviewing expenditures, reviewing proposed projects and presenting and annual report to the School Board.

The Committee is comprised of nine members each representing different interests and viewpoints of the community. The members represent parents, a taxpayers’ association, senior citizens, City of Paso Robles, business community and other groups.

Measure T projects in Phase I are well under way. Paso Robles High School has received new roofing, heating, ventilation, and air conditioning and refurbished tennis courts. Other projects have been defined and planned through stakeholder input. A strategic expenditure program has been developed and adopted, and an architect has been selected. Design work is currently in progress for over 20 additional classrooms to be built to replace the portable classrooms in disrepair and for additional physical education facilities. Future projects include a modernization of Paso Robles High School and possibly an Agriculture, Construction Technology and Information Technology academies if state grants become available. The new main building at Flamson Middle School is not part of Measure T. It is being funded by FEMA and the California Office of Emergency Services

Through grants written by the district staff and successful matching fund applications State’s , the original $20 million dollars approved by the voters could generate an additional $20 million dollars for a total of $40 million dollars in new facilities and improvements for the facilities for the students of Paso Robles.
